[asiacouncil] Proposed Asia Council MOU

Attached is a MOU based on the European  Council MOU that allows students and faculty to participate in EC programs.   Please take a look and let me know of any proposed changes.   I'll like to move forward with getting a version of this approved and signed by schools who want to participate.
